It doesn't do for him to say anything ON the record, since his department is sure to be sued, and he knows it. He will probably end up on the stand if that is the case, discussing CP policy and guidance.

Gainer is a straight shooter, I have to wonder who made that call, and who gave the order--was it the SGT at Arms straight to a lackey? Some GOP operative/staffer?

I doubt it was Gainer himself, but you never know.
