3. Sigh. Here's the correct way to go about a smoking ban.

You simply pass air quality standards and strictly enforce them. It's a no brainer: some places the air isn't suitable for breathing with or without smokers. This gets them all. And if some genious comes up with a system to keep air quality above the set standard even when smoking is allowed in the building -- who can complain then? Just phase in standards by industry and there won't be much financial pain.

I don't know why people don't get this. Oh wait. I do know why. They care more about "getting back at" smokers for some childhood trauma than they do about making the air the workers, or they themselves, breath cleaner.
