The magnitude of the crisis "has created tremendous problems that have strained state and local capabilities," he said. "The result is that many of our citizens simply are not getting the help they need, especially in New Orleans. And that is unacceptable."

I don't think that is going to work. I just heard a KC news (10 pm) broadcast where there would aid workers with ambulances now traveling to NOLA - they were just leaving - the news person stated that they were ready to go Wednesday morning, but they were told no by FEMA. Then she went on to say that FEMA just called them back this evening and they were ready to go within the hour.

hmmmmm.....

Shifting the blame? I don't think so.
