Government is working to help Katrina victims, but not everyone is impressed with the results

WASHINGTON - President Bush assured hurricane victims that help is on the way Wednesday as the federal government rushed troops, medical teams and temporary shelter to the storm-ravaged Gulf Coast.

Some disaster-relief experts criticized the federal response.

"These things need to be planned and prepared for. It just doesn't look like it was," said James Lee Witt, a former head of the
Federal Emergency Management Agency.

Bush and other top federal officials said they were on top of the situation. With his approval ratings in the lowest range of his presidency, Bush lopped two days off his Texas visit to deal with a catastrophe that's affected the entire country in the form of higher gasoline prices.
