I think this was worked out well ahead of time, like a bit of Kabuki theater. Kerik probably thought he was in like Flynn, that no one would look too closely at his life, and was shocked when the late vetting (was it late, or was it purposefully delayed?) brought him down.
And I do think the target was Rudy. He's the only one who is as ego-driven as the weecowboy coming up for '08. Sure, he has three wives in his background, but there's no draft dodging, mad boozing or coke abuse, so he could get past that without too much struggle...but being in bed with thug cops who consort with criminals, that's a little too creepy for the red staters to get their heads around. Whiskey and women are one thing, organized crime a horse of a different color entirely.
I think the whole thing was a set-up, and it worked. No one is talking anymore about how this administration was MAJESTICALLY INCOMPETENT in their vetting before the announcement; they're just talking about what a scuzzball Kerik is....and some of it is getting on Rudy. If this keeps up, he'll be totally de-balled, and permanently a private citizen.
