61. Zero tolerance was policy before Columbine and before Clinton. It has
been around for a very long time. I think it started with the Reagan Bush years. The Oklahoma City bombing, then Columbine, and then 9/11 escalated the draconian stance of school boards and adminstrators.

I don't recall Clinton saying much at all about zero tolerance.
