Complaint to the Public Prosecutor for an Immediate Investigation into the Murder of Dozens of Al-Qata Prison Inmates

Thursday 10 February 2011
The Egyptian Initiative for Personal Rights (EIPR) filed a complaint with the Public Prosecutor yesterday, Wednesday, on behalf of the families of 11 inmates at the al-Qata Prison in Giza, asking for an immediate investigation into information that reached the families indicating that the prison administration randomly opened fire on prisoners in late January, killing dozens. The EIPR and the prisoners’ families have learned that prison officers and guards used excessive force against inmates starting on the Day of Rage, Friday, January 28, 2011, ostensibly to prevent an attempt by some prisoners to organize a collective escape.

The EIPR is extremely disturbed by information suggesting that the shooting of prisoners, which persisted for at least two days, was intended as collective retribution following the death of General Mohamed al-Batran who was killed in clashes between inmates and prison guards.

“The meager information so far available about events at the Qata Prison on Friday is alarming and requires an immediate investigation by the Public Prosecutor and the indictment of officials responsible for the death and injury of dozens of prisoners,” said Hoda Nasrallah, an attorney with the EIPR.

The complaint (no. 372/2011) references information regarding several grave abuses by the prison administration, including the unnecessary use of firearms against inmates, leading to the intentional killing of dozens and the serious injury of many others, the interruption of water and electricity to the prisoners for an entire week starting on January 29, and the placement of prisoners’ corpses in the prison yard for several days with the goal of intimidating and threatening other prisoners. The complaint also noted that the prison administration prohibited inmates’ families from visiting their relatives or even bringing them food or medicine while the prisoners were being intentionally starved and intimidated and facing very grave health circumstances.

The complaint stated that available information indicates that the prison administration violated the Prison Law, even if official statements are true which claim that the clashes inside the prison began when several prisoners tried to organize an escape. Article 87 of the Prison Law permits the use of firearms only “to confront any attack or resistance by the prisoners accompanied by the use of force when guards are unable to confront it using other means, or to prevent the escape of a prisoner that cannot be prevented by other means. In this case, the first gunshot must be fired in the air; if the prisoner continues his attempt to escape after this warning, those charged with guarding him may open fire aiming at his legs.”

The Egyptian military has secretly detained hundreds and possibly thousands of suspected government opponents since mass protests against President Hosni Mubarak began, and at least some of these detainees have been tortured, according to testimony gathered by the Guardian.

The military has claimed to be neutral, merely keeping anti-Mubarak protesters and loyalists apart. But human rights campaigners say this is clearly no longer the case, accusing the army of involvement in both disappearances and torture – abuses Egyptians have for years associated with the notorious state security intelligence (SSI) but not the army.

The Guardian has spoken to detainees who say they have suffered extensive beatings and other abuses at the hands of the military in what appears to be an organised campaign of intimidation. Human rights groups have documented the use of electric shocks on some of those held by the army.

Egyptian human rights groups say families are desperately searching for missing relatives who have disappeared into army custody. Some of the detainees have been held inside the renowned Museum of Egyptian Antiquities on the edge of Tahrir Square. Those released have given graphic accounts of physical abuse by soldiers who accused them of acting for foreign powers, including Hamas and Israel.

Published via YouTube footage showing the Egyptian army is used heavy weapons against wanted militants and described who were holed up inside a school "Toshka" in Sixth of October.
This is the first time I received the news of the army's use of heavy weapons since the outbreak of the uprising of young people from Egypt on 25 January

I think I have made a mistake when I stop doing these journals about Egypt , they were very focused to me so I will go back to them because it seems that next 48 hours are very critical to Egypt.

5 PM : Al Jazeera is saying the supreme council of arm forces is holding a meeting to study the current situation in Egypt.

This is very interesting considering the extensive existence of army in very sensitive places in Egypt. Since yesterday more army forces were deployed at the Presidential palace in Heliopolis , at the ERTU building and at other very important decision making buildings.

A possible coup in the way !!

The dispute started in the morning when some tribesmen of al-Mahrousa village kidnapped a man from the rival Fallaheen tribe, shaved off his mustache, beat him and left him naked.

Shortly afterwards, the family of the shaved man shot dead a member of the other family and badly injured another man.

Generally, moustaches are considered a sign of pride and masculinity in Upper Egypt.

The Ministry of Transportation decided to tenure all temporary employees in the Egyptian Company for the Metro Management & Operation (ECMMO) and settle cases of staff members who received higher qualification while in service, said Minister Atef Abd al-Hamid.

He added that the decision includes workers who have been contract workers for more than one year.Those contracted less than a year ago will also receive permanent appointments after passing employee training programs and tests.

He pointed out that privileges apply to both temporary and permanent employees, according to labor laws.

Economists criticized the Egyptian government for hastening to appoint thousands of laborers in the public sector, saying the move would put huge pressure on the national budget, which already has an 8 percent deficit.
