So, they were "Contractors" were they? Well, from way back in college and Business Law 101 I recall that you can not contract for an illegal activity. That being the case one wonders if invoices submitted under the "contract" were paid, because it seems pretty clear that they shouldn't have been.
Someone should look into this, someone like the CIA Inspector General. After all, if the work was illegal then it could not be contracted for and if it wasn't contracted for then no payments could have legitimately been made under the contract and if any payments were made under a contract they need to be refunded to the Government. I believe that is properly where such things would be handled.
