A little help before my Public Opinion final?

Can someone better explain to me the notion that the Bureaucracy (Fed. agencies, Departments, etc) provides "policy choices and execution" to Congress, as part of the "Iron Triangle"?

I understand all of the other relationships, but I'm not quite sure about the subtleties of this one. Here's the Wiki page on it.

but seriously, i guess the execution element is that the agencies/depts carry out the legislation. i'm still hung up on the "policy choice" part of it though. would that mean that their testimony at committee hearings is meant to provide a policy direction for legistlation?
