Greedy contractors swooped in and overcharged for blue plastic "roofs"? ILLEGAL workers were "imported" and underpaid by overcharging contractors? Greedy poor folks falsified addresses and received money they did not "deserve"?

assume the fraud was committed by 'poor people' and are willing to excuse their criminal activity. I always assumed that two wrongs don't make a right. This country will really hit the skids if lack of integrity shifts down to the 'lower classes'. Makes one wonder if there are any people left in this country who are honest.
