Why does the Bush Admin NOT want to change the definition of marriage?

Why does the Bush Admin NOT want to change the definition of marriage?
I mean, they have changed the definition of "wetlands", "air pollution", "torture", "Geneva Conventions", "conflict of interests", "propaganda", and "If someone committed a crime, they will no longer work in my administration". So, why won't they also change the definition of marriage, because changing definitions is what the Bush Administration is good at, why?
