It looks like he hired one of Flynt's cover artists from the late 70s.

12. Many 60's & 70's covers were terrific art
Growing up in the 60's - 70's, I remember when pride was taken in many album covers, and many were works of art. Design groups like Hipgnosis produced amazing stuff. "Dark Side Of The Moon" included two posters and two stickers. Remember this one?

This painting reminds of me of some of the things Dylan put on his covers (eg, Planet Waves):

In the late 60s, bands pretty much put anything that would get attention on a cover.
