Canadian aid agencies are hoping someone will come to their aid.
Every year, Canada dedicates four billion dollars to foreign aid. Some of that money goes to non-governmental agencies, which get most of their funding from the Canadian International Development Agency, or CIDA.
But CIDA has put a freeze on funding. And key NGOs, like the Canadian Council for International Cooperation, are wondering why.
