While it does give the oposotion more targets to shoot at. It also sends a strong signal on the typ of adminsitration and policies the candidates are going to pursue.
Most of the rest of the Cabinet including DOD are mor operational then policy driven. oo many tragets is obviously unwise.

It's much easier to take on one person or even two on a ticket. A team is good.

you don't really know who the pool of candidates is until after the election.
Recently-defeated congresspeople are often chosen.
