Considering that everyone has their own experience and each of us would see 'the same' situation a different way (through our own eyes). While it may prove to be true that the eye witnesses perspective ends up being somewhat off once the whole picture is put together, a very common dynamic with eye witness testimony, it seems unduly harsh to call them 'liars'.

She comes from a prestigious New York family entrenched in Democratic politics. The story was front page in today's AZ Republic.
I don't trust law enforcement in any shape or form BUT There was no way in hell I would have let a member of my family take that long journey to a rehab center by herself. She was not to be trusted!!! I'm speaking from experience as my daughter died of alcoholic cirrhosis a few years ago.
