Bushco wouldn't fund levee repair, but may well send in NORAD for looting!
CNN's seriously "inbedded" Kyra Phillips just interviewed the head of NORAD. They already have contigency plans in place to bring in the troops to stop the looting.

Why couldn't they make the effort to get these people out of New Orleans before Kritina hit New Orleans. After all, Kritina was predicted to come in as a Category 5 Hurricane, but came in at Category 4.
