2. Too bad it passed with the safety lock and AP ammo study still in
Armor piercing ammo by current definition is already regulated. This bill allows for a study to be conducted by the Attorney General (Gonzales) to define what is armor piercing based on a round's performance against body armor. Nearly any bullet fired from a centerfire rifle will puncture a vest without ballistic plates and depending on the level of vest used in testing, nearly all pistol ammunition could be considered AP also. This could be potentially very bad for gun owners, and the decision is resting in the hands of the anti-gun Attorney General.

Its interesting to note that probably the most adamant supporter of the 2nd amendment, Rep. Ron Paul, voted against it.

4. The legal standing of that.
I found a DU lawyer to exchange PMs with about exactly what effect that clause has. The answer is both much and little, at the same time. It is a finding of congress - the reason why a law is passed. Usually that means it is a result of research into the specific conditions that make the act needed. Since congress has huge resources to devote to research, carry weight in legal matters that involve that law and that finding. But a judge is not bound by the finding.

An anti-RKBA judge will simply ignore it. A pro-RKBA judge does not need it. It could be influential with a moderate judge as it definately represents the sense of congress, and through congress, the mood of the people.

5. Agree with the judge use however it could have an impact on SCOTUS because
it has some bipartisan support.

IMO it also strongly suggests that SCOTUS has not made a definitive ruling on the 2nd, a position pro-RKBA proponents have made for decades.

6. Correct.
The effect is more political than legal. It does serve to establish the "sense of congress", meaning the direction that congress is taking on the issue.
