Use National Security Agency's Infrared IR satellites to spot the "heat signature" of any plane or boat engine that tries to get through.

Use our two oceans as a barrier to the birdflu... very, very few would try to cross on their own, so this barrier would be easier to perfect than a fence at Mexico and Canada.

The only problem areas would be small planes and oceanic trawlers coming in from Iceland/Greenland, or the islands off Chile. Such areas could be sealed easily using NSA's IR heat-spotting satellites. {About Siberia/Alaska... our coast guard has long Cold War experience with sealing off Siberia from Alaska}

LOW COST.. JUST EXPAND THE CURRENT SATELLITE WATCH

Those IR satellites were used to watch the seas during the Cold War, and i wager they are even now surveilling the tramp steamers Newsweek reported as being owned by friends of Osama. So watching these two new problem areas, and the long coasts in general, should be fairly cheap, all in all.

Newsweek also reported that microphones were placed on many seabeds to track the soviets, so that also might be used here.

Microphones, coast guard boats, patrol aircraft, shore binoculars, radar and above all, the IR satellites. The few who try, would not get through.

By sealing off the Americas for the 18 months of the birdflu, we would save 7 million lives, north and south. 7 million, plus we save the internal economy {no dead employees, no "40% staying home to avoid the flu".} Well worth the loss of external trade for that short a time. I value 7 million lives and our economy more than external trade.
But brace for screams from the import tycoons. {Also note, ... buying "made in the USA" saves our jobs. Imports are not entirely a blessing.}

1) Unrealistic:

We can't seal the borders NOW. What makes anybody think that we'll be able to effectively seal them with LESS manpower (if H5N1 goes human-human, there will be a lot of sick people....including those watching the borders). In addition, "sealing off" the Western Hemisphere would completely destroy the world economy.

It ain't gonna happen.

2) Not immediately applicable:

Right now, BIRDS are spreading the (non human-human) H5N1 virus. We can't stop bird migrations, so the bird-human strains WILL get into the Western Hemisphere...where they have as much of a chance of mutating into a human-human strain as they would anyplace else.


This ill-conceived idea would be immensely costly and wouldn't prevent H5N1 (in any form) from reaching the U.S.

So the summary of the story is as follows:
Bush's friends decide that the medicine TAMIFLU is the solution for a pandemic that has not yet occurred and that has caused a hundred deaths worldwide in 9 years.
This medicine doesn't so much as cure the common flu.
In normal conditions the virus does not affect humans.
Rumsfeld sells the patent for TAMIFLU to ROCHE for which they pay him a fortune.
Roche acquires 90% of the global production of crushed aniseed, the base for the antivirus.
The governments of the entire world threaten a pandemic and then buy industrial quantities of the product from Roche.
So we end up paying for medicine while Rumsfeld, Cheney and Bush do the business.
