The Reverend Sally Bingham, a priest of the United States arm of the Anglican Church, said the targets did not go deep enough and the Government had failed to define what constituted clean energy sources, leaving the targets open to future erosion. Nor had Mr Howard's announcement attempted to match US greenhouse gas reduction targets, one of the most ambitious being a 25 per cent cut promised by California's Governor, Arnold Schwarzenegger, by 2020.
The latest Government announcement smacked of desperate politics, Ms Bingham said. "By green energy is he talking about nuclear? Or green coal - there is no such thing. She said Mr Howard was reacting to people's growing alarm about the effects of global warming and he was giving "what we in American would call lip-service to the issue but nothing substantial".

Ms Bingham has been one of the first religious leaders to identify global warming as a moral issue and believes that all faiths have an obligation to become stewards of God's creation. But even among the churches, there are sceptics. Some conservative and evangelical churches in the US believe that it is more important to save souls and give spiritual comfort in times of crisis than to intervene on climate change.
Others worry that acceptance of global warming science paves the way for the acceptance of evolutionary science.
