But I'd guess anywhere from 10-15 years ago. Unfortunately, it's sometimes not just a couple hours -- visit one on a snow day sometime. And then there are the libraries that have stopped calling police when an unattended 5yo shows up with a younger sibling or two, because (a) there are so many of them and (b) the police can't do anything anyway.
