The Forest Service has offered fixed plane aircraft used to fight forest fires to help extinguish blazes in New Orleans, according to two congressional sources. Bush had the legal authority to order the National Guard to the disaster area himself, as he did after the Sept. 11, 2001 attacks . But the troops four years ago were deployed for national security protection, and presidents of both parties traditionally defer to governors to deploy their own National Guardsmen and request help from other states when it comes to natural disasters.

The CRAF provision has been activated twice, once for the Persian Gulf War and again for the Iraq war.

These reports have come out for days, all kinds of individuals turned away, first responders told not to “self-dispatch”, Red Cross turned away. And it continues. After days of reports that rescuers were to arrive in New Orleans, the Dept of Homeland Security appears to have chosen to turn the operation over to corporate America.

On Sept 2, “The Department of Homeland Security, the Air Transport Association and the Department of Transportation today announced that the airline industry has launched “Operation Air Care” to provide emergency airlift to more than 25,000 New Orleans residents stranded in the wake of Hurricane Katrina .”

Walmart has provided 100 trailer loads of water and merchandise to shelters and relief organizations. They have also offered free prescriptions, even if people do not have a copy of their prescription. Pepsico, Culligan and Anheuser-Busch have donated water, walkie-talkie phones have been donated by Nextel, phone cards by Qwest, trucks and tankers by International Truck, amongst others.

I can’t help but conclude that if Bush thinks the Presidential response is another photo-op, it stands to reason he and his corporate cronies would also think the greatest disaster in our country’s history an extraordinary opportunity for an unprecedented PR campaign.

They have been trimming one another's hair, lounging on hotel chairs, chatting on cellphones. They've been up at dawn, exercising in front of the hotel, trying to stay busy.

What they haven't been doing is dangling from helicopters over flooded neighborhoods or going into half-collapsed buildings searching for hurricane victims to rescue.

The 83 members of the Federal Emergency Management Agency's Urban Search and Rescue team from Orange County, Calif., have been told to stay downtown at the Hyatt Regency Dallas at Reunion.

The reason for the extended holdover? Team members were told that conditions were too chaotic in New Orleans, which has been plagued by violence and reports of gunfire aimed at rescuers, and the National Guard needed more time to restore order. In addition, problems getting supplies to the rescue crews already there, as well as victims, had not been worked out.

Criticism of the federal government's response is also coming from some unlikely sources including the Pentagon. Lt. Commander Sean Kelly, a Pentagon spokesman for Northern Command, revealed on the BBC that NorthCom was prepared to send in search and rescue helicopters from the USS Bataan almost immediately after the hurricane hit. He said, "We had things ready. The only caveat is: we have to wait until the president authorizes us to do so." That authorization didn't happen for days even though the ship was docked just outside New Orleans. On board the ship had doctors, hospital beds, food and the ability to make up to 100,000 gallons of water a day.

41. There are still medical issues...dekay in medicine delivery

One county has asked for oral antibiotics and Hep A/B shots to be delivered..initial request was *2* days ago.
As of 7 pm tonight, the worker (on the radio) said the meds were not delivered. WHY can't meds be stored on this ship and flown out to the counties?? There are 500 people waiting on this batch of medicines.
If this ship functions as a hospital, how hard can it be to fly these and other meds to these ships, keep it stocked and have a base operator there where people call for requests . Load the meds into a box, ship the damn stuff out via helicopter NOW!!

Seems like there is way too much "Um, I will get back to you on that"..there is no time for that kind of crap, *8* days after the storm!

40. FEMA and FAA reportedly stopped mosquito spraying on Monday

according to a scanner broadcast from a ground worker today..he sounded pretty frustrated.
This came out as someone from another county was asking who would be in charge of the planes...it's not FEMA...the state has contracted with the planes. The county worker reminded the guy that there were 3 counties that had to be done.

"Information and coordination for such a historically large response is being developed and will be made available soon," he said. Haynie also reminded volunteers to be "professional and disciplined" whenever checking into a net. "Net control is a difficult job at best, so be respectful," he said. "If you have traffic fine, but if not , please stand by."

The US government has been the target of severe criticism for its response to the Hurricane Katrina disaster. The Federal Emergency Management Agency (FEMA), say many, rejected offers of help and fumbled its relief efforts. Here, a litany of the agency's failures.

Days before Hurricane Katrina struck the Gulf Coast, the city of Chicago drew up a list of resources it was willing to make available for relief efforts in areas that might be hit by the storm. Chicago told the Federal Emergency Management Agency that in the event of disaster, it could spare more than 100 Chicago police officers, 36 Fire Department personnel, eight emergency medical experts, more than 130 staff from Chicago's Department of Public Health, 140 staff from the Department of Streets & Sanitation, dozens of trucks and two boats. These teams, Chicago Mayor Richard Daley told federal officials, could work in affected areas independently, bringing their own food, water and other supplies with them. But FEMA apparently wasn't interested. Despite the host of resources Chicago offered, and despite the televised lack of resources in New Orleans, as of late last week, FEMA had requested only one thing from Chicago -- a single tanker truck. "I was shocked," Daley said at a news conference on Friday. "We are ready to provide considerably more help than they have requested. We are just waiting for a call."

Daley wasn't the only generous donor to be rebuffed. Throughout last week, various local and state governments, corporations and nonprofit organizations across the nation attempted to help in the relief effort, only to be snubbed by federal officials -- officials who were themselves providing precious little aid to those in need. Citing security concerns, the Department of Homeland Security barred the American Red Cross from entering New Orleans with food. Five hundred Floridian airboaters were ready to rescue people stranded in inundated homes, but FEMA turned them down. Twenty sheriff's deputies from Loudoun County, Va., suffered a similar fate. And Aaron Broussard, the president of Jefferson Parish, La., said on "Meet the Press" on Sunday that FEMA declined to let him accept three tanker trucks of water donated by Wal-Mart, as well as 1,000 gallons of diesel fuel stored in a Coast Guard vessel docked in his district.

I am starting this thread to organize information about hurricane Katrina. Please please please help keep this site organized. We need a place where people can find information fast. Here is the design. First I will establish categories as replies to the original post. Each of these will be like a folder.
