Help compile all incidences of FEMA refusing, or delaying, help.
Let's get a thread started compiling all news articles which mention instances of FEMA refusing, or delaying, help to the victims of Katrina throughout the Gulf. The search function is not working, right now, but I'll start with the ones that I can find.

I'll start:

Killed by Contempt - Paul Krugman
The Chicago Tribune reports that the U.S.S. Bataan, equipped with six operating rooms, hundreds of hospital beds and the ability to produce 100,000 gallons of fresh water a day, has been sitting off the Gulf Coast since last Monday - without patients.
http://www.nytimes.com/2005/09/05/opinion/05krugman.html

Response to Katrina a 'national disgrace'
"FEMA has been here three days, yet there is no command and control. We can send massive amounts of aid to tsunami victims, but we can't bail out the city of New Orleans."

crooksandliars.com for the video...

excerpt:"... Three quick examples. We had Wal-Mart deliver three trucks of water. FEMA turned them back. They said we didn’t need them. This was a week ago. FEMA, we had 1,000 gallons of diesel fuel on a Coast Guard vessel docked in my parish. When we got there with our trucks, FEMA says don’t give you the fuel. Yesterday — yesterday — FEMA comes in and cuts all of our emergency communication lines. They cut them without notice. Our sheriff, Harry Lee, goes back in, he reconnects the line. He posts armed guards and said no one is getting near these lines…"

Forest Service offers planes to help fight fires
The Forest Service has offered fixed plane aircraft used to fight forest fires to help extinguish blazes in New Orleans, according to two congressional sources. But the sources said the planes, which can pour large amounts of water on fires, remained grounded in Missouri Friday because the Department of Homeland Security hasn’t authorized their use.

FEMA crippling communications???

I was skeptical about the jamming of radio frequencies...

http://www.theaustralian.news.com.au/common/story_page/0,5744,16475033%255E2703,00.html

Inside Sheriff Lee, of Jefferson parish in New Orleans, is sitting at a table, fuming.

He is doing his best to alleviate the biggest catastrophe he will ever witness, but lacks even the most basic of resources.

He cannot communicate with his own officers -- his officers can barely communicate with each other -- because the overloaded radio frequency keeps jamming.

http://www.uruknet.info/?p=m15382&l=i&size=1&hd=0

Since Bushzarro world is all about customizing reality for political reasons, chances are pretty good we will never know what happened in the wake of Katrina. "We can now report that the jamming of New Orleans' communications is emanating from a pirate radio station in the Caribbean," explains Madsen. "The noise is continuous and it is jamming frequencies, including emergency high frequency (HF) radios, in the New Orleans area. The radio frequency jammers were heard last night, stopped for a while, and are active again today.... However, we now have a new unconfirmed report that the culprit may be the Pentagon itself. The emitter is an IF (Intermediate Frequency) jammer that is operating south southwest of New Orleans on board a U.S. Navy ship, according to an anonymous source. The jamming is cross-spectrum and interfering with superheterodyne receiver components, including the emergency radios being used in New Orleans relief efforts.... A Vancouver, British Columbia Urban Search & Rescue Team deployed to New Orleans reported that their satellite phones were not working and they had to obtain other satellite phones to keep in touch with their headquarters and other emergency agencies in British Columbia." There are also rumors spreading on forums and blogs that troops are confiscating and destroying civilian cameras. Graphic photos are however surfacing on the internet, once again trumping the corporate media, handmaiden to Bushian crimes and cover-ups.

http://www.msnbc.msn.com/id/9179790 /

The Coast Guard said, "Come get the fuel right away." When we got there with our trucks, they got a word. "FEMA says don't give you the fuel." Yesterday--yesterday--FEMA comes in and cuts all of our emergency communication lines. They cut them without notice. Our sheriff, Harry Lee, goes back in, he reconnects the line. He posts armed guards on our line and says, "No one is getting near these lines." Sheriff Harry Lee said that if America--American government would have responded like Wal-Mart has responded, we wouldn't be in this crisis.

This article helps prove the red tape was federal, NOT local

<http://www.cnn.com/2005/HEALTH/09/04/katrina.sick.redtape.ap/index.html>

*Here is snip showing FEDERAL red tape:

A primary care physician from Ohio called and e-mailed the U.S. Department of Health and Human Services after seeing a notice on the American Medical Association's Web site about volunteer doctors being needed.

An e-mail reply told him to watch CNN that night, where U.S. Health and Human Services Secretary Michael Leavitt was to announce a Web address for doctors to enter their names in a database.

"How crazy is that?" he complained in an e-mail to his daughter.

*Here is LOCAL approval for help:

Many other doctors have been able to volunteer, and were arriving in large numbers Sunday in Baton Rouge. Several said they worked it out through Louisiana state officials.

Saturday, September 03, 2005

Three tons of food ready for delivery by air to refugees in St. Bernard Parish and on Algiers Point sat on the Crescent City Connection bridge Friday afternoon as air traffic was halted because of President Bush’s visit to New Orleans, officials said.

The provisions, secured by U.S. Rep. Charlie Melancon, D-Napoleonville, and state Agriculture Commissioner Bob Odom, baked in the afternoon sun as Bush surveyed damage across southeast Louisiana five days after Katrina made landfall as a Category 4 storm, said Melancon’s chief of staff, Casey O’Shea.

“We had arrangements to airlift food by helicopter to these folks, and now the food is sitting in trucks because they won’t let helicopters fly,” O’Shea said Friday afternoon.

so i have some threads I can contribute. Got to stop for the night now, but will be back tomorrow.

In addition to these threads, we need highly detailed long-term (including those funding cuts and studies showing probabilities) and short-term (starting with Katrina becoming dangerous as it spun up over the Gulf and took that strange track that lined it up with New Orleans). I have some threads to contribute there too.

Got to get some sleep now but I'll be back with mucho threads for your collection. Important to add titles and any comments about each thread as you did in the OP.

This is an important effort.

Congress Likely To Probe National Guard Delay
http://wcco.com/topstories/topstories_story_246113938.html

Bush had the legal authority to order the National Guard to the disaster area himself, as he did after the Sept. 11, 2001 attacks . But the troops four years ago were deployed for national security protection, and presidents of both parties traditionally defer to governors to deploy their own National Guardsmen and request help from other states when it comes to natural disasters.

SNIP

This was the first time a governor ever declared a natural disaster in another state and activated to that other state," said Gov. Jim Doyle, who issued his order Wednesday. "We were ready to be deployed within 24 hours of that order."

In addition to Guard help, the federal government could have activated, but did not, a major air support plan under a pre-existing contract with airlines. The program, called Civilian Reserve Air Fleet, lets the government quickly put private cargo and passenger planes into service.

The CRAF provision has been activated twice, once for the Persian Gulf War and again for the Iraq war.

Bush readies federal government for relief effort

As the Category 4 the storm surged ashore just east of New Orleans, Louisiana, on Monday, FEMA had medical teams, rescue squads and groups prepared to supply food and water poised in a semicircle around the city, its director, Michael Brown, said.

Speaking from Baton Rouge, just upriver from New Orleans, Brown told NBC's "Today" show that his agency had "planned for this kind of disaster for many years because we've always known about New Orleans' situation."

23. Corporations allowed in
These reports have come out for days, all kinds of individuals turned away, first responders told not to “self-dispatch”, Red Cross turned away. And it continues. After days of reports that rescuers were to arrive in New Orleans, the Dept of Homeland Security appears to have chosen to turn the operation over to corporate America.

On Sept 2, “The Department of Homeland Security, the Air Transport Association and the Department of Transportation today announced that the airline industry has launched “Operation Air Care” to provide emergency airlift to more than 25,000 New Orleans residents stranded in the wake of Hurricane Katrina .”

Walmart has provided 100 trailer loads of water and merchandise to shelters and relief organizations. They have also offered free prescriptions, even if people do not have a copy of their prescription. Pepsico, Culligan and Anheuser-Busch have donated water, walkie-talkie phones have been donated by Nextel, phone cards by Qwest, trucks and tankers by International Truck, amongst others.

I can’t help but conclude that if Bush thinks the Presidential response is another photo-op, it stands to reason he and his corporate cronies would also think the greatest disaster in our country’s history an extraordinary opportunity for an unprecedented PR campaign.

Would-be rescuers cool their heels (FEMA urban search/rescue)
http://www.dallasnews.com/sharedcontent/dws/news/katrina/stories/090605dnmetkatfema.d400626.html
They have been trimming one another's hair, lounging on hotel chairs, chatting on cellphones. They've been up at dawn, exercising in front of the hotel, trying to stay busy.

What they haven't been doing is dangling from helicopters over flooded neighborhoods or going into half-collapsed buildings searching for hurricane victims to rescue.

The 83 members of the Federal Emergency Management Agency's Urban Search and Rescue team from Orange County, Calif., have been told to stay downtown at the Hyatt Regency Dallas at Reunion.

The reason for the extended holdover? Team members were told that conditions were too chaotic in New Orleans, which has been plagued by violence and reports of gunfire aimed at rescuers, and the National Guard needed more time to restore order. In addition, problems getting supplies to the rescue crews already there, as well as victims, had not been worked out.

(Note, same article refers to OTHER teams also cooling heels.)

FEMA Turned Away Aid, Rescue Crews, Cut Emergency
Communication: Witnesses
http://dominionpaper.ca/international_news/2005/09/06/fema_turne.html

In the aftermath of Hurricane Katrina, several witnesses have
alleged that the Federal Emergency Management Agency (FEMA)
turned away volunteers who were ready to help New Orleans
residents people trapped in their flooded homes. Other
witnesses have said that FEMA turned away offers of aid,
prevented water and fuel from reaching people on the ground,
and cut emergency communications lines.

The agency has cited security and safety concerns.

On September first, Sheriff's deputies and emergency personnel
from Loudon County, Virginia, responded to a request from
Jefferson Parrish in Louisiana for aid and set off towards the
disaster area on the Gulf Coast. According to the Loudon
Times-Mirror, "Sheriff Steve Simpson and his staff spent
12 hours trying to get the Federal Emergency Management Agency
and the State of Louisiana Emergency Operations Center to
act."

"They didn't, and the 20 deputies and six emergency
medical technicians–all volunteers–turned around and came back
to Loudoun."

Sorry, I'm sure there are dupes in items I've posted, but I haven't had time to check them out, and I'm figuring better to post them here than possibly miss something.

Thanks for your efforts!

Frustrated: Fire crews to hand out fliers for FEMA

Not long after some 1,000 firefighters sat down for eight hours of training, the whispering began: "What are we doing here?"

As New Orleans Mayor Ray Nagin pleaded on national television for firefighters - his own are exhausted after working around the clock for a week - a battalion of highly trained men and women sat idle Sunday in a muggy Sheraton Hotel conference room in Atlanta.

Many of the firefighters, assembled from Utah and throughout the United States by the Federal Emergency Management Agency, thought they were going to be deployed as emergency workers.

Instead, they have learned they are going to be community-relations officers for FEMA, shuffled throughout the Gulf Coast region to disseminate fliers and a phone number: 1-800-621-FEMA.

Pentagon: USS Bataan Waited Days For Orders to Help Out(BBC)
Edited on Tue Sep-06-05 05:11 PM by CHIMO

Criticism of the federal government's response is also coming from some unlikely sources including the Pentagon. Lt. Commander Sean Kelly, a Pentagon spokesman for Northern Command, revealed on the BBC that NorthCom was prepared to send in search and rescue helicopters from the USS Bataan almost immediately after the hurricane hit. He said, "We had things ready. The only caveat is: we have to wait until the president authorizes us to do so." That authorization didn't happen for days even though the ship was docked just outside New Orleans. On board the ship had doctors, hospital beds, food and the ability to make up to 100,000 gallons of water a day.

41. There are still medical issues...dekay in medicine delivery

One county has asked for oral antibiotics and Hep A/B shots to be delivered..initial request was *2* days ago.
As of 7 pm tonight, the worker (on the radio) said the meds were not delivered. WHY can't meds be stored on this ship and flown out to the counties?? There are 500 people waiting on this batch of medicines.
If this ship functions as a hospital, how hard can it be to fly these and other meds to these ships, keep it stocked and have a base operator there where people call for requests . Load the meds into a box, ship the damn stuff out via helicopter NOW!!

Seems like there is way too much "Um, I will get back to you on that"..there is no time for that kind of crap, *8* days after the storm!

40. FEMA and FAA reportedly stopped mosquito spraying on Monday
according to a scanner broadcast from a ground worker today..he sounded pretty frustrated.
This came out as someone from another county was asking who would be in charge of the planes...it's not FEMA...the state has contracted with the planes. The county worker reminded the guy that there were 3 counties that had to be done.

Now, I probably don't want to know the answer to this...but was the mosquito spraying delayed on Monday because chimp was in town..they guy specifically said both FAA and FEMA refused to OK it to happen on Monday.

ARRL President Urges Orderly Amateur Radio Response in Katrina Recovery

NEWINGTON, CT, Sep 1, 2005--ARRL President Jim Haynie, W5JBP, today called on the Amateur Radio community to exercise patience as the Hurricane Katrina and New Orleans flooding relief and recovery efforts move into high gear.
http://www.democraticunderground.com/discuss/duboard.php?az=view_all&address=104x4675468 :

"I know many people would like to move now," Haynie said. "Please don't. I know many of you want to enter the fray, come to the coast and get involved. Please, not yet." Haynie instead advised hams eager to assist to make sure they're prepared, refresh their skills and knowledge of protocols and procedures and let emergency management and relief agencies determine who is needed and where.

"For now, the area is simply too dangerous and no one is being allowed in," Haynie went on to say. "Transportation and logistics, including volunteer groups coming in, must be done in an orderly manner or we may only add to the chaos and confusion." He recommended that ARES members and teams work through their Section Emergency Coordinators (SECs).

"Information and coordination for such a historically large response is being developed and will be made available soon," he said. Haynie also reminded volunteers to be "professional and disciplined" whenever checking into a net. "Net control is a difficult job at best, so be respectful," he said. "If you have traffic fine, but if not , please stand by."

NYT: Navy Pilots Who Rescued Victims Are Reprimanded

By DAVID S. CLOUD
Published: September 7, 2005

PENSACOLA, Fla., Sept. 6 - Two Navy helicopter pilots and their crews returned from New Orleans on Aug. 30 expecting to be greeted as lifesavers after ferrying more than 100 hurricane victims to safety.

Instead, their superiors chided the pilots, Lt. David Shand and Lt. Matt Udkow, at a meeting the next morning for rescuing civilians when their assignment that day had been to deliver food and water to military installations along the Gulf Coast.

48. How Emergency Management Failed New Orleans (Spiegel Magazine)
THE MISERABLE RESPONSE TO KATRINA

How Emergency Management Failed New Orleans

By Farhad Manjoo

The US government has been the target of severe criticism for its response to the Hurricane Katrina disaster. The Federal Emergency Management Agency (FEMA), say many, rejected offers of help and fumbled its relief efforts. Here, a litany of the agency's failures.

Days before Hurricane Katrina struck the Gulf Coast, the city of Chicago drew up a list of resources it was willing to make available for relief efforts in areas that might be hit by the storm. Chicago told the Federal Emergency Management Agency that in the event of disaster, it could spare more than 100 Chicago police officers, 36 Fire Department personnel, eight emergency medical experts, more than 130 staff from Chicago's Department of Public Health, 140 staff from the Department of Streets & Sanitation, dozens of trucks and two boats. These teams, Chicago Mayor Richard Daley told federal officials, could work in affected areas independently, bringing their own food, water and other supplies with them. But FEMA apparently wasn't interested. Despite the host of resources Chicago offered, and despite the televised lack of resources in New Orleans, as of late last week, FEMA had requested only one thing from Chicago -- a single tanker truck. "I was shocked," Daley said at a news conference on Friday. "We are ready to provide considerably more help than they have requested. We are just waiting for a call."

Daley wasn't the only generous donor to be rebuffed. Throughout last week, various local and state governments, corporations and nonprofit organizations across the nation attempted to help in the relief effort, only to be snubbed by federal officials -- officials who were themselves providing precious little aid to those in need. Citing security concerns, the Department of Homeland Security barred the American Red Cross from entering New Orleans with food. Five hundred Floridian airboaters were ready to rescue people stranded in inundated homes, but FEMA turned them down. Twenty sheriff's deputies from Loudoun County, Va., suffered a similar fate. And Aaron Broussard, the president of Jefferson Parish, La., said on "Meet the Press" on Sunday that FEMA declined to let him accept three tanker trucks of water donated by Wal-Mart, as well as 1,000 gallons of diesel fuel stored in a Coast Guard vessel docked in his district.

DUers Katrina Research Thread: Organized by categories
I am starting this thread to organize information about hurricane Katrina. Please please please help keep this site organized. We need a place where people can find information fast. Here is the design. First I will establish categories as replies to the original post. Each of these will be like a folder. If you have links to articles please put them in the right folder-reply-post. The folder-reply-category-posts will have names such as the following:

Before K: Info about the likely consequences Scientific articles
Befork K: Info about likely consequences madia articles
Before K: What the Government knew
Just before K: Weather and news alerts
Just before K: Govt action..city, state, fed
Before K: FEMA
During K: FEMA
After K: FEMA

If you add any information to these categories, please format the information as follows:

subject line: date first, title of article

message area: link to the article(that has been refreshed), brief description of the article or post from it so that someone can immediately figure out what it is about.

Please use this thread only to organize material into categories. If you do not see your category already listed, please only add new categories if you use the format listed above: pre- K, during K, and after K. Tomorrow we will start a new category called after September 8.

Please also do NOT use this thread to post replies, comments, or request for information.

Thanks for your understanding and patience while I get this organized. If you want to help in this endeavor, I would love to have your support. I am no Lone Ranger and could use help getting this organized. If you can help, please PM me and I will get back to you as soon as possible.

Thanks so much

PS, if you could reccommend this thread, it would be helpful. Also, if you can forward this PM to peolpe you think could develop this thread in an orderly manner, I would appreciate it...Thanks
