So WHAT "gov't lawyers" halted the investigation of Atta (and WHEN)?

So WHAT "gov't lawyers" halted the investigation of Atta (and WHEN)?
We know that the DOD team "Able Danger" was onto Mohammed Atta and 3 other hijackers as a likely Al Qaeda cell operating in the United States over a year before the 9/11 attacks.

We know they unsuccessfully tried to pass the information to the FBI, and were stopped by "government lawyers" because they "were in the United States legally on visas and should not be subject to a military operation".

According to Rep. Curt Weldon (R-Penn), "We don't know whether the lawyers were with the DOD or the White House".

Does anyone know WHEN Able Danger tried to forward the information to the FBI, when this activity was stopped, and by whom?

I realize the answer may point to either the Clinton White House or the Bush White House, depending on the timing... or it may have been an internal DOD decision. But this has to be asked.

ON EDIT:
I think the military may have been responsible for stifling this, but I don't think the Clinton WH would have been. The Millenium attacks were stopped on their watch, whereas we had the Bush Justice Dept. calling off the dogs on Bin Laden and the Saudis in 2001 (if John O'Niell is to be believed, may he RIP).

In addition, from the first article, a "former military intelligence official (from Able Danger) insists he personally told Sept. 11 commission staff members about Atta in Afghanistan, and offered to supply them with documents upon his return to the United States, only to be rebuffed."

So it seems the Commission may have tried to cover this up, if this official is to be believed.

Something to remember.

But it doesn't matter what we say around here, because if we don't get out to the mixed forums and fight for the truth, the Republican side will win as it has so many times in the past while we hide in our liberal forums.

And with Karl Rove's and Libby's treason being covered over they can bury that case too.
