Medicaid expansion is a separate issue from the exchanges. As it stands now, people under the poverty line are out of luck.
Eventually, I think Texas will cave in to expansion because the major cities/counties all want it, and the hospital conglomerates want it. It is just going to take a while longer and be more painful/stressful in the meantime.
