By keeping employee hours down to part time status and paying them the absolute minimum, he'll be assured of a subpar workforce that is constantly looking for a better job. Employee turnover will increase and he'll spend a fortune on perpetual training costs. Few will feel any commitment to the company, the job, or him, so employee theft will increase. He can push people around, but he can't force them to care about whether he's making money.
Appointments with his accountant will soon be an unpleasant experience, even without a boycott.
