Because then it is required to be produced in response to multiple FOIA requests and would become public. Or else would be quickly reclassified by someone with that authority at State, which would imply her declassification was improper.
I really doubt she will claim declassification. To make such a claim after all this time would just jump out at everyone as yet another false explanation in a long string of them. And then the claim would be debunked like the previous explanations since there will be no documentation of any declassification action having been taken.
This is really a ridiculous position to take, in my opinion.
