There is not enough details in the article to know what is really going on. It likely sounds worst than it really is because if it was really a problem, the Obama campaign would have lawyers and security experts all over it.
The real methods of stealing elections comes from suppressing Democratic turnout. That is what the DOJ is putting its resources into stopping. No need to get into elaborate conspiracies. The real problems are right in front of your eyes.
