It doesn't take effect unless a number of states controlling a majority of the electoral college also pass their own bills.

It basically says "hey other states, if enough of you sign up for this thing THEN we'll all give our electoral votes to the winner of the popular vote and the winner of the popular vote will win every time".

Until that happens however, which it has not, the process is unchanged.
