Every state has its plutocrats and wealthy corporations, but New York has everybody beat in that regard. If you are the Senator from New York you have a better chance of taking advantage of those Wall Street connections than the Senator from Arkansas for the simple reason that Goldman Sachs and the other banksters are your constituents. So if you play their game they'll give you lots and lots of money.
