Ethics Unit Asks Ban on Fees For Speeches by U.S. Officials

Published: February 23, 1989


A Presidential ethics commission agreed today that members of Congress and all other senior Government officials should be barred from making paid speeches or accepting other honorariums from outside groups.

The proposal, if accepted by President Bush and Congress, could result in a major financial sacrifice for hundreds of officials, particularly Federal lawmakers. Earlier this month Congress, under intense political pressure, rejected a proposal that would have raised Federal salariers in exchange for a ban on outside pay. Critics say such fees for speeches or public appearances are often ill-disguised attempts to buy influence.
