It refers to someone working to get elected in a area that they have no ties in, and in most cases as the result of desperation on part of one political party
When Bernie ran for senate, he had been in Vermont for four years. When Hillary ran, she hadn't been a resident for even a year - In fact, the ONLY reason the Clintons bought a home in New York was for the express purpose of her running for election.
So, where as Hillary 'moved' to New York for the express purpose of running for their elections, Sanders had been a resident in Vermont for about 3 years - Not out of any desire to run for elections, but simply because he thought 'hey, Vermont looks nice, I'm no longer stuck in collage, lets have a change of scenery' - before getting started in politics in 71.
