(90,117 posts)57. i agree about the difficultly of local depts and it's one reason it's tough to
bring about change. but that is where it's at.
i have been thinking a federal law to have some control over local depts might be a good idea but many of these things are very unlikely to get support. but at the same time they do seem like what is needed.
politic departments also often reject applicants for the job for being "too intelligent" . i think there are a lot of situations which could be handled without force if we had people who just thought more . of course you still need people who care at the same time.
