NTSB probably will fault the driver of the truck towing the flatbed trailer for not allowing a sufficient interval to clear the tracks, and local authorities for not coordinating with the railroad to avoid moving a parade through a grade crossing in conflict with the train schedule.

I remember seeing a news report in the mid- to late 80's on a study's finding that members of traincrews who were VN veterans had a significantly higher susceptability to psychological trauma (Duh!). I wonder if any of the traincrew members in this case are Iraq/Afghan War vets...
