open carry was illegal in Overland Park prior to passage of the preemption bill in Kansas. OP then passed an open carry bill to come into compliance with the preemption law. The existing preemption law allows municipalities to decide if open carriers must have a ccw permit or not. Most of the state has never disallowed open carry by people legally eligible to own and possess firearms..only a few cities had laws..Topeka, Wichita, and most of the suburbs of Kansas City (such as Overland Park). They can pass an ordinance requiring open carriers to possess a CCW permit if they can get it passed.

This is the text from the preemption law which applies I believe..

Nothing in this section shall:
(1) Prohibit a law enforcement officer, as defined in K.S.A. 22-2202, and amendments thereto, from acting within the scope of such officer's duties;

(2) prohibit a city or county from regulating the manner of openly carrying a loaded firearm on one's person; or in the immediate control of a person, not licensed under the personal and family protection act while on property open to the public;
