that it's extremely unlikely that any adult human (or child, or other dog, or cat, or any living entity larger than an unusually small hamster) could ever be genuinely threatened by a chihuahua. I'll bet that there is a history of bad blood between the families involved, and the shooter simply seized an opportunity. And if that's the case, charges are to be desired: animal cruelty, illegal discharge, whatever...
