Isn't Russia trying to ban homosexual behavior a political statement during the competition? That would make the IAAF a bunch of complicit, cowardly, phony liars if they let the athletes compete under that kind of oppression, or worse, made the athletes bend over and comply with such political statement, wouldn't it?
