The Republican strategy is that they have to cheat to win. They know that they cannot push any of their 16th century legislation otherwise.
The official Senate Website shows that the billed passed before midnight, but anyone who watched the livestream could hear the chair call the roll and it extended after midnight. Even though the noise is loud it proceeds alphabetically and ends with Judy Zaffirini (D) from Laredo who took office in 1987 and represented the area where I was raised. Zaffirini has never missed a roll call vote in her time as a senator and also brought up points of order during the last two hours as they tried to stall the bill.
