No law enforcement officer goes anywhere with the intent of putting him/herself in front of a bullet. The intent is to stop them before they get first shot off.

The RW fantasy of a shoot out often presumes that they will have sufficient warning to have a weapon in hand. The planning for such arrests intends to eliminate that possibility.
