All they need to do is cut power lines, water lines, and highway access to a city in the middle of the winter or summer and just sit. Imagine Atlanta with no electricity, water, and limited food in the middle of August. Or Chicago in the middle of January. They can just starve the cities. Pick off anyone trying to come to repair the damage and sabotage other spots down the line. Gov resources would be split trying to keep the city under control and supplied, fixing the damage, and tracking down whoever did it. They pull something like that in a few cities and it would be a mess. Hell, it would be a mess with just one city.
