Just looking at the southern border of Texas shows that the Rio Grande twists and turn most of its length. To begin, the US claims half way across that river. Will Abbott cede that property by building a wall in a straight line on the stable ground somewhat north of the river? Of course not. Remember the Alamo!
Can Abbott take eminent domain by walling off ranchers property for being too close to the border? Ask that Bundy guy and his buddies how they feel about that.
That leaves a few miles in western Texas where a security wall already exists. This is a Lone Star equivalent of a chicken in every pot. He must be prepping his re-election strategy by making promises he knows he isn't going to keep.
