in WA state and they have a very rigorous protocol in place for helping make sure the will of the voter is expressed and counted. You are contacted if there is any ambiguity as to your marking of your ballot and if there is any question about the validity of the signature.

Their primary concern is that each voter's choices are discerned and each ballot is cast by the person named on the envelope. This happens in a primarily republican county.
