when you are speaking of solely the cities of Minneapolis and St Paul that makes it a Republican strong hold, the 'burbs are an all together different deal, the Republicans have been panting to gerrymander the 2 cities into o0ne Congressional district for years for the reason that they are Democratic party strongholds
