There is a Constitutional problem with the federal representatives. The Constitution says that the legislature is to set Congressional district boundaries. A committee directed by a referendum may not meet a challenge in the Supreme Court.

We could get a new redistricting bill passed by a new governor in 2015, then we will be cool.
