If you view an action as wrong and claim you forgive the person you feel wronged you, does that not imply blame?
Of course it does. Not only implies, it's a given...otherwise, why claim forgiveness?

Shitwell was, at the time of this article, attempting to create a narrative whereby he was the victim of his wife's lover, claiming to be stressed by it all; that it caused him to be on an "emotional rollercoaster". The next line lets the reader know he meant that by way of explaining his actions on the yacht.
The affair, which wasn't an affair so much as a throuple, he blames on his wife - completely leaving out his own actions.
So, the root of his problem (yacht, booze, pants undone, another woman, icky photo), as per the article - his revealing his wife's affair, was the affair.
No affair. No blackmail. No stress. No acting out on the yacht with the icky photo.
He was blaming his wife. Her affair. Her lover. Her actions as the cause of it all.
He was spinning a tale to explain his behavior.
