I'm surprised a writer for The Hill would make an error like that. Changing one's tack would be changing their course. It's a sailing term. Since a sailboat can't be steered directly into the wind, the helmsman must tack back and forth in directions slightly off the wind in order to make forward progress.

The Trump administration seems averse to making any forward progress, ergo they don't change their tack. They're luffing their sails in the wind (flapping in the breeze).
