20. Where does the constitution require a floor vote on a nominee?

While the president is required to seek the advice and consent of the Senate for appointees, no where in that clause is the Senate is compelled to give either.

In fact nowhere in the constitution is there a requirement that the Senate entertain ANY request by the president.

What Turtle did was unconscionable but not unconstitutional.
