11. He pardons those who do not 'rat' on him

I think Manafort knows this means he will not get pardoned. This also means he has to fear any potential Russian organized crime retaliations. If Manafort gets pardoned, it will be very very soon, before he gets a chance to talk or turn anything over, and before the midterms. Such a pardon would be the admission of guilt which could backfire big time going into the midterms. Either way, not good for Pres. Cheeto fingers.
