Some might be because the voter doesn't provide complete information such as their apartment. When voter registration forms are filled out with a pen there is the problem of illegible handwriting too. There are probably many that are now living in another state but they did not cancel their voter registration in Indiana.
This should be thrown out because all voter registration offices are also required to follow federal laws regarding voter registration.
There are some changes that are needed. Such as automatic cancellation of voter registration when the person gets a drivers license in another state. Once a new drivers license is issued they are I believe require to turn in the drivers license from their old state. The new state should send those old drivers license back to the original state and based on that cancel voter registration.
Another change that should be required is that every government voter registration office that processes the forms should have Democratic and Republican deputies that have to sign off on what happens in the office.
