A hurricane that decreases to a tropical storm droppes all that accumulated water. Hurricanes that decrease is size especially to TSs are more deadly by flooding over a larger area than the high winds of the center of the hurricane. Don't underestimate a decreasing storm. Harvey is an example of the devistation of a large hurricane that became a tropical storm.
