Freeh's tenure as FBI director ended in June 2001; there's no indication that there was any reason for a Federal agency to become involved in the Sandusky investigation at any point; the investigation in 1998 was conducted by campus police and local law enforcement, and never rose to involving state-level agencies much less Federal ones.
