Are you suggesting the Police should just let the gangs fight it out on the streets, rather than risk getting in a confrontation?
Your argument suggests they are being more efficient on the one hand (Paragraph 2) and that they are just going to let everyone do as they please rather risk having to shoot someone on camera.
I think the cops are simply having a little slow down for political purposes. By the way I see Rahm is hiring 1000 more police.
